Which skills may use a public provider.

Each skill ships with a judgement about the material it handles. That judgement belongs to whoever wrote it, and it cannot know your contracts, your regulator or your risk appetite — so this is where your institution decides instead. A confidential skill will not run on a public provider and will refuse rather than quietly fall back to one.
