Register a private deployment.

Skills that handle customer material refuse to run on a shared public provider, and will not quietly fall back to one. They need a model this institution controls — an Ollama server on your own infrastructure, or an OpenAI-compatible endpoint such as Azure OpenAI on a private endpoint.

This is the step that makes confidential skills runnable. A connection on its own changes nothing, because nothing yet says the model behind it is private.

Registered with placement PRIVATE_CLOUD, which is what the routing rules read. A model registered as public would leave every confidential skill exactly as refused as it is now.
